Law should be used as a strategic tool to chisel the statue of our society according to Dharma


 
Need to redefine development according to dharmic ethics :
Let us start from the beginning. Before blindly doing any ground work, we should redefine the word “development” in an innovative and hollistic way. What we see in that word "development" will not be the same as seen by those living in the western world. We see God in animals because we can sense their vital role in safeguarding the local ecosystem. That is not the case with the western people. Our government policies, rules, laws should be made to fit and achieve that “development” which is suited to Indian social-demographic conditions and culture. We should redefine all this criteria and define as per our dharmic and eco-friendly tradition what we can put in that word.  Why can't we imagine a forum composed of eminent Indian scholars (including NRIs) from every walk of life, contributing to the edition and publication of a review with ideas pumped from the whole world; Such a forum can engage in brainstorming where world ideas on well-being and welfare are debated so that new definitions are coined as if we are at the threshold of a new era and provide legislators matter for new future laws that does not exist anywhere in the world but our national conditions demand. Ideas will be reviewed so that valid ones will be retained and invalid ones will be discarded. We can take ideas if they are worthy and not because it is imported from an already developed country. Every idea should be reviewed critically; We should refrain from copying the standard fixed by the western countries about the right definition of development. It is unfortunate that their definition goes like this: to be called “a developed country”, you should boast of skyscrapers, big 6 lane high ways, heavy industries including full fledged nuclear sector, a social security system (even though all is not bad with this system, we can take some of their ideas) where government replaces family solidarity to an unimaginable point as in FRANCE (government helps as soon as a woman gets pregnant and goes on feeding with money when she is divorced and alone and when she has three children to rear all alone and when she becomes old and succeeds in bringing up those children without a father as if Father is a superficial being who is no more needed..French call this "allocations familialles"and that money is poured to women in particular to encourage her independence and discourage united family..very sad legislation indeed creating single-parent family. But, India can implement some of those social security laws choosing those that encourage family unity.
conclusion : if the construction of a tall building is because one man or a group of men are not satisfied of earning 100 000 rupee a month but want thrice that sum, then that development is just an outer expression of somebody's inner greed and can not be the scale to mesure the development of the town in which that building stands.  If  someone acting out of  deep compassion  for his fellowmen decides to construct a similar building, that will lead to the creation of  a school, an hospital or an orphanage. Same type of entreprise  but different motivations.  It is all in the quality of the root thought pattern  that propulses a development project ; that's why we should choose only dharmis as politicians if we want  to lead a peaceful and happy life.  That's why people trained in inner science are more apt to fulfill any mission of  social service than pure economist or technocrat without heart or compassion however honest they may appear.
  Law can be used to shape an egalitarian and just society effectivey acording to a dharmic strategic plan  :

 In the western world, legislators will never vote laws to curb “sex industry” because they think people should be "free" to have sex with whoever they want without moral questions; So, they completely let it break families and destroy their very base on which their society is founded. A civilisation is fully mature when it knows what to discourage beyond doubt more than what to encourage; They should discourage excessive freedom of sex among teens. But, what we see in that society is the contrary. They even define the height, weight and look of a fashionable woman and feed those standard of feminine beauty to third world countries so that their make-up products are sold without obstacle. We should make compulsory the public information by elected local bodies on the pollution level of air, water and space. Every municipality should be judged and elected on the succes with which they have scored in the control of these three pollutions.  We should discourage legislatively men marrying more than one woman and having more than a certain number of children. We can give financial allurement so that people stop making children once they have three.  This positive discrimination can be used whenever it may be relevant. Viewing law has a powerful STRATEGIC instrument to shape a society should be taught to all children in schools so that future citizens demand efficient laws adapted to their needs and abolish those which are no more valid socially but are present in the code books as histroical legacy of British. Even we may imagine a certificate made public by the Bank to attest the truth behind politicians' wealth decalration; These are just ideas for a peaceful and transparent society and needs to be debated and perfected.

Unity is necessary for harmonious development and it has six faces :

 Western society let nexus between capitalists, politicians and industrialists grow exponentially up to the skies and hijack democracy. They let media confront people with “trail” before judge pronouncing a word. Any link between media and politics should be preempted and controlled by the judiciary. What we see in the word "development" is not the same as seen by those living in the western world. We see God in animals knowing their vital role in safeguarding the local ecosystem. That is not the case with the western people. Our government policies, rules, laws should be made to fit and achieve that “development” which is suited to Indian social-demographic conditions and culture. When this notion is clear in everybody's mind no body would want to ape western type of development, then we could create a better society relying solely on our cultural heritage and resources from our vedic and siddha tradition. We should promote one language as the national language and educate people to understand that the force derived from the unity it will create can over weigh all chauvinistic considerations. We should promote one integrated interconnected river water network. We should promote all Hindu festivals to foster unity between Hindus albeit their geographical divisions. In the political domain, we should help enhance cooperation between Central and state governments while proactively preventing clashes by a clear power sharing legislation. In a nutshell, we should foster linguistic, cultural, geographical and political unity and develop sharing water resources as among brothers of the same family. Thus, the notion of family should be extended to envelop whole India, helping Indians to acquire reflex of thinking as one family. Unity is like God MURUGA having six heads (linguistic, political, economical, cultural (cinema, holidays, festivals, education from elemtary school to university ) equitable and just natural resource sharing (not compulsorily dictated by the state's frontier) and geographical (transport and infrastructure).

 Sharing of   power between  central and  state goernments to remove possible obstacles to  harmonious noth-south development 
 We should define areas in which our government can intervene and those in which they can not. Laws should  be voted to share political power more intelligently between the central and the state governments and prevent central government threatening state governments with their power to allocate funds. Let judiciary be given more power to control and ensure equitable sharing of government funds by Central government. Wherever Central government can exploit loopholes of democracy, there the judiciary should be empowered to control government and a law should be voted to enable the judiciary to this effect.
There are two question politicians should ask themselves before proposing a "development" project : is this project going to satisfy one man's greed or fulfillig people's "real" needs bringing them "real" happiness ? Is this project worth taxpayers' money having more benefits to dispense to people with zero negative impact on ecosystem or dharmic civilisation ? Developing with indian money should be given priority over F.D.I . In some sectors, when it is necessary , we should make it clear that F.D.I  should be welcome only when they bring a new technology that Indians had not mastered yet not the bottling companies for cool drinks that any local industralist masters already or ethically unaceeptable butcher industries that have nothing to do where Sanntana Dharma's flag is flying. Last but not least, F.D.I should not be equivalent to neo-colonisation of a new banana island.
   Our government policies, rules, laws should be made to fit and achieve that “development” which is suited to Indian scenario. When this notion is clear in everybody's mind , we would stop aping western type of development, then we could create paradise for our future generations.
